John Mura is an award-winning utilities professional who is committed to fully understanding the needs and aspirations of his clients and working closely with them to achieve success. Mr. Mura’s professional insight has been shaped by decades of leadership experience in local government, utility management, water policy, and organizational transformation. He understands that public policy, public sentiment and the political environment can be complex and require the experience and trust of an expert to successfully navigate. He is an authority on water issues and brings a unique insight into the dynamic landscape of water in the west.
Prior to joining the private sector in 2022, Mr. Mura served for a decade as general manager and chief executive officer of East Valley Water District in Southern California. Mr. Mura fostered open dialogue and trust throughout the district to bring about sweeping changes in organizational structure, workplace culture and strategic planning. During his tenure, the district earned more than 30 awards for excellence.
Mr. Mura has successfully spearheaded several large projects, including construction of the Sterling Natural Resource Center, a state-of-the-art facility designed to boost water independence. He led the launch of an award-winning drought response program, and improved services for ratepayers by implementing budget-based rates that allowed families and businesses to customize their approach to water use.
Mr. Mura’s public service began in 1988 when he enlisted in the United States Marine Corps. From 2009 to 2011, he served as Public Works Director for the City of Chino Hills, where he oversaw Utilities Operations, Maintenance and Operations, and Engineering. Mr. Mura earned a bachelor’s degree in Management and Business from Pepperdine University and a master’s degree in Public Administration from California State University, Fullerton.
