As the General Manager and CEO of East Valley Water District in Highland, California from 2012 to 2022, Mr. Mura effectively implemented numerous projects, including the construction of a new District headquarters and the Sterling Natural Resource Center for water recycling. Mr. Mura developed an award-winning drought response program and saw East Valley Water District named “Top Workplace in the Inland Empire” during the last eight years of his tenure. With the cooperation of the Board of Directors, Mr. Mura helped transform East Valley Water District into a world-class organization, as demonstrated by the District’s receipt of more than 30 awards since 2013.
Prior to joining East Valley Water District, Mr. Mura worked for the City of Chino Hills, California, where he served as Public Works Director, Assistant to the City Manager, and Neighborhood Services Manager. As Public Works Director, he oversaw a $39.5 million operating budget, developed long-range plans for public works systems and improvements, and was responsible for the City’s maintenance services. Mr. Mura’s public service began in 1988 in the United States Marine Corps. As a Platoon Sergeant, he led a variety of missions throughout the world and is a Gulf War veteran. He holds a bachelor’s degree in Management and Business from Pepperdine University and a master’s degree in Public Administration from California State University, Fullerton.
